This appointment is for a duration of two years, with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules, as applicable. The Director-General retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
 
 Principal Functions  Requirements

Under the supervision of the Head, Declaration Validation and Evaluation (Industry) and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, your work will include the following:

• Evaluation of industry declarations as assigned by Head of Section.
• Coordinate and oversee the input and evaluation of all industry declaration amendments under the supervision of Head of Section.
• Assist in the processing and evaluation of CW declarations as required.
• Clarification with State Parties of issues identified during evaluation, including preparation of requests for clarification and meetings with States Parties with the assistance of evaluation officers where necessary.
• Coordinate the preparation of annual reconciliation reports, and transfer discrepancy reports for approval by Head of Section.
• Assist in the drafting and continues update of the working instructions and guidance of the section.
• Assist in the analysis of declaration trends and the preparation of associated reports and papers both for OPCW internal use and for release to States Parties; including the Verification Implementation Report, Verification at a Glance and other reports to policy making organs.
• Assign incoming documents to appropriate staff in accordance with guidelines agreed with Head of Section.
• Track the status of all outgoing correspondence generated by the section as well as responses to them. Ascertain that all correspondence are passing all necessary work steps and reach their intended recipients, and that all responses are correctly matched and logged.
• Assist in the preparation and distribution of publications prepared by the section including both electronic and hard copies of the brochure of the Most Traded Scheduled Chemicals, Declarations Handbook and Handbook of Chemicals.
• Assist in editing/formatting of documents and correspondence, in accordance with Editorial and Correspondence Manuals including
• Assist members of the section in the preparation and distribution of presentations, training materials including logistical and travel arrangements.
• Ensure that all activities are fully in accordance with the confidentiality regime of the Technical Secretariat and the required procedures are observed, records are properly maintained on creation, handling, copying and destruction of classified documents.
• Participate in ad hoc or longer lasting data analytics related projects to improve validation, evaluation and assessment of information provided by States Parties in a designated project team.

 Knowledge and Skills

Education (Qualifications):
Essential: High school diploma or high school equivalency certificates.
Desirable: Additional training or courses in the field information technology would be an asset.


Skills and Abilities (key competencies):
Computer literacy: Significant skills in using modern personal computer are essential with especial emphasis on the knowledge of Microsoft Office (Word, Excel, PowerPoint and Outlook) and Data Analytic Tools (e.g. BI Cognos).
Strong planning and organisational skills
Good interpersonal and communication skills
Flexibility and the ability to work independently using initiative to resolve problems
Tact, accuracy, discretion and ability to work harmoniously in a multi-cultural environment.

 Experience

Essential:
Six years of related work experience in the use of electronic data analytic tools gained in international organizations, governmental agencies or private sector with strong focus on the data analysis and evaluation.
Desirable:
Experience gained in international organizations. Familiarity with the systems and IT tools used in the verification division.

 Languages

Fluency in English is essential and a good working knowledge of one of the other OPCW official languages (Arabic, Chinese, French, Russian, and Spanish) would be an asset.

 
Annual Salary
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and provident fund deductions).
Net Salary   EUR 45,447
