This fixed-term appointment is for a duration of three years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules, as applicable. The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years. The Director-General retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
 Principal Functions  Requirements
Under the supervision of the Head, IS Software Development and Business Integration, and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, the incumbent performs the following duties;

1. ECM and related information management applications and functionalities development and implementation - 60%
· Develop and implement business processes prepared by Business Analyst for ECM and information management;
· Perform requirements/system analysis, feasibility studies and design for ECM and related complementary modules;
· Develop prototypes of ECM and related modules, interfaces with other interrelated systems and software, complementary products, test scripts;
· Implement ECM and related information management applications and functionalities in client/server environment on the basis of the developed prototypes;
· Assess and maintain data migration tools of information systems to one repository;
· Integrate existing information management systems into the SharePoint platform;
· Prepare technical, user, training documentation and technical presentations for ECM and related information management system applications and functionalities;
· Provide in-house user training for newly implemented applications and functionalities. Keep documentation updated and corresponding to the OPCW standards.

2. ECM application deployment and application support - 30%
· Conduct acceptance tests in cooperation with users;
· Carry out the initial implementation of applications in production based on soft launch approaches;
· Deploy applications and functionalities in accordance with change control requests;
· Provide application support (2nd level support);
· Provide enhancements of existing applications and functionalities;
· Work with User Support and Operations Support personnel to resolve operational problems;
· Interact with software vendors in solving software related problems;
· Provide post-implementation evaluation of systems performance and functionality;
· Provide Continual Service Improvement for ECM applications proactively.

3. ECM and related administrative modules and performance management - 10%
· Study production problems reported by users and provide solutions in corporation with system administration;
· Implement performance improvements in accordance with change control requests;
· Adjust configuration settings in order to enhance the level of application performance;
· Monitor data consistency and integrity. Provide measures to prevent/fix corruption of data.

 Knowledge and Skills

· An advanced university degree in Computer Sciences, Mathematics, Engineering, or related field;
· First level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree;
· The lack of a degree may be off-set with relevant specialised training in combination with a minimum of 8 years of qualifying experience.
· Up-to-date training in appropriate information technologies, system design and application software;

· One or more Microsoft Certification (MCAD, MCSD, MTA, MCDBA or MCP) is desirable.

Skills and Abilities (key competencies):
· Excellent knowledge of applications, databases development in client/server environment;
· Proven skills with Windows environment, Microsoft SharePoint 2013 development, Microsoft SQL Server, Microsoft .Net Framework.
· Knowledge of RAD or Agile software development, ITIL and at least one Project management Methodology.
Client orientation
· Ability to identify client’s needs and appropriate solutions.
Planning / Organising
· Ability to plan & organise; problem-solving skills.
· Good communications skills & ability to analyse problems and react quickly in stress situations with minimum supervision.
Team work
· Good inter-personal skills and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.

Other Skills:
· Knowledge of UN Regulations and Rules are additional assets.


· At least 2 years of relevant exp., in particular in system analysis and design, implementation of large integrated systems in Microsoft SharePoint environments with an advanced university degree or
· 4 years relevant exp. with a first level degree
· Knowledge & implementation exp. of ECM Microsoft SharePoint 2013 packages in area of document management, records management, workflow, collaboration, web presentation & social technologies; Exp. in database modelling and RDBMS.

· Advanced exp. with Microsoft SharePoint 2013 development, Workflow Foundation, .NET 4.0 Framework (Visual Studio) programming, including C#, ADO.NET and ASP.NET, jQuery, MS SQL Server, Entity Framework, MVC, MS Build, XML, TFS
· Practical exp. of developing, testing and deploying web and client/server applications, tools, advanced reporting techniques, in a secured environment
· Exp. in modern User Interface development and experience in developing installer package for windows.


Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and provident fund deductions) in US$ and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances. The figure quoted on the right, is based on the August 2015 rate of 32.3%.
