This fixed-term appointment is for a duration of three years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules, as applicable. The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years. The Director-General retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
 
 Principal Functions  Requirements
Under the supervision of the Director Verification and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, the incumbent performs the following duties:

1. To develop a Knowledge Management (KM) Programme within Verification Division (VER) and establish KM governance structure and framework, including relevant policies and procedures and to coordinate and advocate of knowledge management-related practices and activities within the Verification division and Organization in whole;
2. To provide expert advice on the development and implementation of the organisation-wide strategy on KM and related policies, procedures, practices and activities;
3. To coordinate, plan and support the implementation of the Knowledge Management Programme within VER;
4. To promote knowledge sharing culture through the VER's operational business processes and systems by, among others, strengthening links between stakeholders to facilitate retention and efficient sharing of knowledge, and facilitating its integration with business processes and related systems in the VER;
5. To develop departmental and cross-departmental policies, practices and activities to ensure an effective and integrated approach to identifying, evaluating, sharing, and preserving knowledge assets, as needed to enhance efficiencies and communication in support of an integrated approach and other modern management initiatives and processes, such as results-based management, risk management, and quality management;
6. To promote adoption and use of knowledge management in the VER and throughout Organization through the development and support of communities of practice, to facilitate sharing of ideas and work among internal and external stakeholders, including training/capacity building, workshops, one-on-one guidance, and troubleshooting;
7. To provide a strategic view on continuous improvement of knowledge management practices and activities in order to support the work and development of the organisation into the future;
8. To ensure that all processes and systems supporting KM work in an integrated fashion and are appropriately supported and developed to guarantee a high and continuing level of efficiency beneficial to the VER/OPCW;
9. To be the focal point in encouraging employees to share knowledge, ensuring they are aware of the knowledge management resources available to support their work, are appropriately trained and are using the systems efficiently and productively;
10. To monitor and evaluate the KM Programme, including the review of KM policies, procedures and related KM governance structure, framework and practices, and make recommendations with the objective to support the sustainability and continuity of the VER/OPCW KM Programme;
11. To contribute to dissemination of information about the VER/OPCW's KM Programme to internal and external stakeholders, including organizing KM events (such as knowledge fairs, interviews), maintaining communications on KM across the TS, participation in orientation and training sessions, and preparation of brochures/presentations.

 Knowledge and Skills

Essential
An advanced university degree in knowledge management, business administration and/or social sciences. A first level university degree in combination with qualifying experience (minimum 7 years) with the organization’s operations, business analysis and/or knowledge management may be accepted in lieu of the advanced university degree.
Desirable
Relevant experience with the CWC.
Recognised KM certifications such as Certified Knowledge Manager (CKI) by KM Institute would be an asset.

Skills and Abilities (key competencies):
· Project management experience, a proven track record of designing, planning and implementing KM-related initiatives
· In-depth knowledge of modern knowledge and information management and sharing relevant practices and concepts as well as techniques and methods for mapping/measuring/analysing business processes.
· Experience in implementing change in an organizational environment and in KM activities.
· Extensive practical experience in applying information technology to the implementation of KM and knowledge sharing strategies.
· Experience in organizational/leadership development, management, coaching and training
· Communication: Ability to get consensus and collaboration across many business units; ability to explain complex concepts in a simplified manner depending on the audience; demonstrate enthusiasm and create motivation; ability to communicate with all levels of management and staff establishing straightforward, productive relationships;

 Experience

Essential: At least five years of related experience in knowledge management in a public organisation or in chemical industry. Development and implementation of a knowledge management strategy. Experience with developing and delivering knowledge sharing programs. Hands-on experience in preparation and management of reports, handbooks, manuals and/or guidelines. Experience in establishing and maintaining effective partnerships with Organization’s stakeholders

Desirable: Work experience in national government, non-profit organisation or in an international organisation. A degree in Labour Law or in depth experience with legal aspects of organisational development and human resources would be an advantage.

 Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
 
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and provident fund deductions) in US$ and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances. The figure quoted on the right, is based on the August 2016 rate of 32.7%.
