This fixed-term appointment is for a duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules, as applicable. The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years. The Director-General retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
 
 Principal Functions  Requirements
Under the general supervision of the Director,Verification, and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, the incumbent performs the following duties:

1. Management of the Declarations Branch (DEB)
a) In consultation with the Director Verification, develops proposals for a viable strategy of how the Technical Secretariat can address the requirements imposed by the Chemical Weapons Convention in relation to the processing and evaluation of declarations.
b) When approved designs and implements a program to achieve this strategy, defining the Branch goals and objectives and proposes an optimal structure for the Branch for the fulfilment of these Goals and Objectives.
c) Determines and proposes the performance indicators for the Result Based Budget, plans and administers the budget for the Branch.
d) Prepares directives, standard operating procedures (SOP) and other organisational and administrative documentation, including SOPs that are Declaration Branch specific or that involve other organisational units (VER Branches and other Divisions).
e) Determines, in co-ordination with the Section Heads, the work plan for the different sections in the Branch.

2. Develops long term strategies for assigning and co-ordinating required actions for collecting and distributing declarations and other verification-related information from/to the Organisation and the States Parties.

3. Proposes policies for the Organisation’s activities in the area of declarations, planning, supervising and establishing guidelines for the evaluation of declaration-related submissions by States Parties.

4. Oversees the provision of reports and generates evaluated information and declaration-related inputs to reports.

5. Ensures the opportune and precise provision of data required by States Parties in relation to the continued compliance with the Convention by other States Parties.

6. Provides declaration related assistance to States Parties and participates in OPCW seminars addressing declaration issues and performed training support.

7. Organises and oversees the input/output of information for the Secure Critical Network.

8. Resolves crisis situations which are likely to affect project integrity and success.

9. Function as Acting Director VER when required.

 Knowledge and Skills

Education (Qualifications):
Essential: Advanced university degree preferably in programme management in Chemical Engineering or Chemistry or in a technical related field from an accredited college or university; a first level university degree in programme management in Chemical Engineering or Chemistry or in a related technical field in combination with qualifying experience (minimum 12 years) may be accepted in lieu of the advanced university degree;

Desirable: An additional advanced degree or other recognised qualification in information management and/or data analytics would be an asset;

Key competencies (required):
· Managing teams and creating an enabling work environment, including ability to effectively supervise, mentor, train, develop and evaluate staff;
· Experience in the evaluation of work programmes and projects to achieve desired goals;
· Strong analytical and conceptual skills;
· Excellent interpersonal, presentation and communication skills;
· Computer knowledge (MS Office software applications);
· Tact, discretion, and the ability to work harmoniously in a multi-cultural environment.

Additional competencies (desirable):
· Strategic thinking and practical implementation of said strategies to achieve concrete results;
· Political awareness;
· Understanding of quality assurance methodologies with particular reference to confidentiality issues.

 Experience

Essential: Over 10 years practical experience preferably in a field related to the convention on chemical weapons, for instance in the process industry or control of international trade, in posts that required some of the following activities:
· Preparing strategies, formulating policies and negotiating agreements;
· Managing multidisciplinary teams;
· Planning and executing exercises and training courses;

Desirable: Previous working experience in information management and/or data analytics would be a strong asset. International experience is desirable; knowledge of the CWC and OPCW would be an asset.

 Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
 
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and provident fund deductions) in US$ and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances. The figure quoted on the right, is based on the July 2018 rate of 36.5%.
