This fixed-term appointment is for a duration of three years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules, as applicable. The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years. The Director-General retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
 Principal Functions  Requirements
Under the Supervision of the Director, External Relations, the incumbent is responsible for:

· Coordinate the preparation of and draft speeches and statements by the Director-General, Deputy Director-General, including the Director-General’s opening statements at the sessions and meetings of the Executive Council, the Conference of the States Parties, and the Review Conference, and for other senior OPCW officials;
· Coordinate the preparation of briefing material, background information and speaking notes for engagements of the Director-General, the Deputy Director-General and other senior officials of OPCW with representatives of States Parties and States not Party, international organisations and other stakeholders;
· Develop strategies and projects aimed at promoting universality and awareness of the Convention in collaboration with other parts of the Secretariat, including senior management as well as with interested Member States;
· Represent OPCW as required in meetings of other international organisations, and in other external meetings and make presentations on OPCW activities;
· Conduct research in areas which are of direct relevance to the Convention and its implementation, including in such areas as arms control theory, developments in other arms control and disarmament treaties/organisations, regional and global security;
· Provide protocol services to the OPCW;
· Ensure the full implementation of the Headquarters Agreement with the Host Country, and Service the Committee on Relations with the Host Country; or meet goals and objectives. Plans and prepares to meet wide range of changing priorities;
· Ensures smooth functioning of the Branch and guides the work of the branch in accomplishing assigned goals and objectives and their execution for the effective and optimal engagement by the Senior Management with visiting dignitaries;
· Monitor accreditation of representatives of the OPCW and its Policy Making Organs and manage their credentials;
· Maintain directories and contact database of the OPCW;
· Act as the spokesperson in spokesperson’s absence or as required;
· As branch head, provides the necessary management of staff within the branch, ensuring that all staff function to their potential and achieve objectives set for both individual staff and the team as a whole.
· Activities should include, but are not limited to the following:
· Completion of all necessary elements of the OPCW performance management process to time and the required standards
· Coach and develop staff on an ongoing basis providing feedback and opportunities to develop
· To provide opportunities for staff to innovate and develop the service provided by the Finance branch
· To manage attendance of staff to achieve optimal results
· To motivate and encourage staff
Perform other duties as required.

 Knowledge and Skills

· An advanced degree in Political Science, International Relations, Business Administration or related area. A first level university degree in combination with qualifying experience (minimum 12 years) may be accepted in lieu of an advanced degree.

· An in-depth understanding of the challenges, opportunities and limitations of multilateral diplomacy especially in the area of disarmament and non-proliferation;
· Proven record of building and managing teams and creating an enabling work environment, including ability to effectively supervise, mentor, train, develop and evaluate staff;
· Excellent and proven planning, organisational, coordination, negotiation and problem solving skills;
· Strong analytical and conceptual skills;
· Excellent interpersonal, presentation and communication skills;
· Flexibility and ability to work under pressure;
· Computer literacy (MS Office software applications);
Tact, discretion, and the ability to work harmoniously in a multi-cultural environment.


· At least 10 years of relevant and progressively responsible experience in government, international organisations or inter-governmental agencies.
· Work experience in an international organisation would be an asset.


Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and provident fund deductions) in US$ and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances. The figure quoted on the right, is based on the July 2016 rate of 32.3%.
